It says the CPC does not need to cite tracking labels because that requirement is not itself a safety rule requiring certification.

The procurement goal is to connect those records without changing their meanings. A cabinet does not issue a CPC, and a certificate does not establish that a particular refill team preserved a batch-to-channel relationship. A barcode on the outer shipping carton may also fail to explain the permanent marks on the product sold to the shopper.

Assign an owner to every row. The certifier and supplier explain product evidence. The operator controls the refill method. The machinery supplier demonstrates the quoted record functions. Import parties handle their own requirements. A cloud folder does not make the software the legal issuer of its contents.

It separately requires contact information for the person maintaining test records. The overseas seller’s logo alone does not answer those questions.

Review applicable rules. The CPC identifies each applicable children’s-product safety rule. CPSC examples are illustrative, not complete rule lists for every item. Have the actual product reviewed, including any claimed exemption or determination, rather than copying an example certificate.

Check dates, places and laboratory details. The seven-element guidance includes manufacture date and place, testing dates and places, and the CPSC-accepted third-party laboratory where testing applies. The CPC and supporting reports must be in English. A named laboratory is not a verified acceptance finding by this article.

Keep exceptions precise. CPSC explains circumstances where testing may not be required for particular provisions and how the certificate addresses applicable rules and the claimed basis. A testing exception is not a general declaration that no certification is needed. This brief grants no exception to offered stock.

Decode permanent marks.
